［ハーグ　２４日　ロイター］ - トランプ米大統領は２４日、北大西洋条約機構（ＮＡＴＯ）の相互防衛条項の基盤となる部分には「多数の」解釈があるとの考えを示唆し、ＮＡＴＯのパートナー諸国を防衛するという米国のコミットメントに疑問を呈した。オランダで開催されるＮＡＴＯ首脳会議に向かう大統領専用機の機内で発言した。

トランプ氏は、ＮＡＴＯ条約第５条に定められた同盟国間の相互防衛へのコミットメントを維持するかどうかについて問われ、「私は人命を救うことに尽力しており、生命と安全に全力で取り組んでいる」と言及。正確な定義については現地に到着してから伝えるつもりだと述べた。

ＮＡＴＯのルッテ事務総長はこの発言を重要視しない姿勢を示し、「米国がＮＡＴＯおよび第５条に完全にコミットしていることに疑いの余地はない」と記者団に述べた。

首脳会議および最終声明では、国防費を国内総生産（ＧＤＰ）の５％に増額するよう求めるトランプ氏の呼びかけに応えることに焦点が当てられるとみられる。トランプ大統領は、スペインのサンチェス首相が同国はこれに応じる必要はないと主張したことを受けて、スペインを名指しで批判した。また、同首脳会議は、ＮＡＴＯが結束しており、ロシアからの攻撃抑止に向け防衛力を拡大・強化する決意があることをプーチン大統領に示すことを目的としている。

こうした中、ロシア大統領府（クレムリン）はＮＡＴＯが軍事化の道へと急激に進んでおり、国防費の大幅増額を正当化するためにロシアを悪者扱いしていると非難した。

トランプ大統領は、首脳会談中にウクライナのゼレンスキー大統領と会談する予定。ゼレンスキー大統領は、迎撃ミサイルシステム「パトリオット」を含む大規模な兵器購入に加え、対ロ制裁措置やプーチン大統領への圧力強化策についても協議したいと述べている。

ゼレンスキー氏は欧州のＮＡＴＯ加盟国に対し、ロシアがウクライナで敗北しなければ欧州が攻撃を受ける可能性があると警告。首脳会議に合わせて開かれた防衛業界のイベントで「ロシアはＮＡＴＯ領土、つまりあなた方の国に対する新たな軍事作戦をも計画している」と述べた。
