ＷＴＯ一般理事会、貿易戦争を初めて正式議題に中国が求める

[ジュネーブ１８日ロイター] - 世界貿易機関（ＷＴＯ）の一般理事会では１８日遅くか１９日早くに討議が行われ、貿易戦争が議題として初めて正式に取り上げられる見込みだ。中国は米国による関税発動・計画を念頭に「貿易の混乱」に対処するよう呼び掛けている。

ＷＴＯ中国政府代表部の関係者によると、大使は国を名指しすることなく、一方的で保護主義的な措置について「強い懸念」を表明し、加盟国に対し、こうした措置に対抗するよう求める方針だ。

複数の通商代表は、今回の会合ですぐに結果が出るとは見込んでいないものの、各国の反応は米国が計画している措置に対抗する形で貿易戦争がエスカレートする可能性を示唆しそうだと述べた。

一部の代表によると、中国は米国を非難しているというよりも、中国がＷＴＯのルールを順守していることを示すために討議を求めている。

ある代表は匿名を条件に「彼らは合理的で責任感があり、クラスで最も優秀な生徒のように見られたいのだ」と語った。

トランプ米政権は他の国際機関からの離脱計画を表明しているが、ＷＴＯはまだホワイトハウスにとって主要な焦点にはなっていない。

ただ、米通商代表部（ＵＳＴＲ）代表に指名されているジェミソン・グリア氏はＷＴＯについて「深い欠陥がある」と述べている。
